The player character, the Leader, is the heroine of the story and the avatar of the player. She was originally a princess of a rebuilt 都市の建設 from the previous era, but an opposing force overthrew the country and forced her to flee. After escaping with a surviving retainer, she reached an unexplored part of the world and decided to reclaim her former glory by building a new nation.
Her royal status is concealed. Even citizens do not know her previous identity, despite the tiara or crown she wears for design clarity. The old retainers also did not realize that the royal line of the fallen country had survived.
The story follows a sequence of collapse and renewal: the old 都市の建設 fell, a new 都市の建設 was founded in the previous game, that state later weakened from internal dissatisfaction and fell again, and 巨大都市 begins after that downfall.
