Overview
Flea Removal Facility is a building with a very narrow practical use. Its effect is almost meaningless for anyone other than soldiers, so it is not a broadly useful facility for general town management.
Even so, it has a clear benefit: it can reduce accidental deaths among A_Ratizen. Because of that, it is worth building when keeping the population safe is more important than maximizing efficiency.
