Overview
Tooth Care Center is a service building used to improve a Ratizen’s ability to benefit from food. It becomes available from the middle class, but it is not a strong investment unless most of the city has already reached the upper class. In that situation, it helps cover the gap between how often Ratizens need to eat and how many different food buffs you want them to receive.
Its value comes from the way food consumption scales with hunger reduction. With the usual 100% food loss rate, a Ratizen that eats a meal which fully fills the food meter will need to eat about 7.6 times per week. That is close to the limit when you are trying to give everyone a wide spread of high-end meals. If you want a Ratizen to receive all of the useful buffs from the eight premium and top-tier dishes other than 

- It is most useful in wealthy cities where Ratizens are already eating expensive meals regularly.
- It is not especially efficient for a city that has not yet advanced far beyond the middle class.
- Its main purpose is to push the number of effective meals per week high enough to fit in one more premium food buff.
- If you are trying to maximize late-game food bonuses across your population, it is a support building that solves a small but important bottleneck.
- The effect matters most when your dining plan is already optimized and you are deciding which final food buff to sacrifice.
In practice, Tooth Care Center is a late-stage quality-of-life and optimization building rather than a basic necessity. If your Ratizens are still eating simple meals, its benefit is limited. Once your city’s diet is built around high-tier foods, however, it becomes a way to squeeze in one additional useful bonus without changing the rest of your food setup.
