Because they come from a harvestable plant, they are typically collected while exploring settled areas or open forest terrain instead of being tied to combat or dungeon progression. If you are looking to stock up on them, the most reliable approach is to move through Village areas and Plains Forests and break Sunflower plants whenever you see them.
