It is required to build important facilities such as the Police Station, Barrack, Support Academy, and Rat in the Box, and it is also consumed when making Cogwheel. Because of that broad demand, it is one of the resources you will want to manage carefully rather than spending freely.

Its importance is especially high because Cogwheel is itself required to construct Lift Station and Earthquaker. This makes Copper Ingot a bottleneck for several key infrastructure projects, and short supplies can slow down city expansion more than players expect.
