Governor

Overview
The Governor is a recurring non-marriageable villager who appears mainly at the Luau and, later in the game, in the Movie Theater. He is the town official who judges the quality of the Luau soup, making him one of the few NPCs whose reactions directly affect a festival scene. His portraits include neutral, examining, and sick states, reflecting his role in the Luau event.
At the Luau, the Governor’s reaction is the key measure of how well the community soup turns out. Delighting him awards the achievement An Unforgettable Soup. Because of that, the Luau is the only major place where he has an important gameplay effect rather than simply serving as background flavor.
The Governor also appears in the Movie Theater, where he has special dialogue there as well. Aside from these appearances, he does not function like a standard villager with a daily schedule, friendship system, or quest line. He is best understood as an event character tied to festival presentation and a few scripted scenes.
